SIR Progeny Mapping Begins in Hyderabad: Documents and Key Details to Keep Ready

Hyderabad has started the SIR progeny mapping process as part of preparations for the upcoming Special Intensive Revision (SIR) of voter lists in Telangana. Booth Level Officers (BLOs) have begun house-to-house visits to link current voters with records from the 2002 SIR voter list.
Election officials said voters should keep ready their own details or those of close family members whose names appeared in the 2002 SIR list. This linking process is meant to make the voter list more accurate and transparent.
Recently, the Chief Election Commissioner announced that states not covered in Phase I and Phase II of SIR would soon begin the process. Following this, Telangana has sped up preparations, starting with Hyderabad.
How Progeny Mapping Is Being Done
During home visits, BLOs are checking whether a voter’s name appears in the 2002 SIR list.
- If the name exists, it is directly linked.
- If not, the voter can be linked using the details of close relatives whose names are in the 2002 list.
BLOs were seen carrying out this process in areas like Shaheen Nagar and Sadat Nagar.
Which Relatives Can Be Used for Linking?
According to the Election Commission of India (ECI), voters can be linked using the records of the following relatives:
- Father
- Mother
- Grandfather
- Grandmother (from both maternal and paternal sides)
However, some BLOs on the ground have said they are currently linking only through parents or paternal grandparents, showing a need for clearer guidance.
Election Commission training materials and online SIR forms clearly allow linking through both maternal and paternal grandparents. Similar rules are being followed in other states, including West Bengal and Uttar Pradesh.
How to Check the 2002 SIR Voter List
Voters can check old SIR details by:
- Visiting the Telangana Chief Electoral Officer website: https://ceotelangana.nic.in/SIR_2002.html
- Clicking on “Electoral Search”
- Entering the required details
- Clicking “Search” to view previous SIR information
Voters are advised to keep details of their parents and grandparents ready in advance.
Documents Needed During SIR
If a voter is successfully linked, no documents are required.
If linking is not possible, a notice may be issued in the next stage of SIR, and one of the following documents may be needed:
- Government employee or pensioner ID
- Old government-issued ID or certificate issued before July 1, 1987
- Birth certificate
- Passport
- Educational or matriculation certificate
- Permanent residence certificate
- Forest Rights Certificate
- OBC/SC/ST or caste certificate
- National Register of Citizens (where applicable)
- Family register
- Government land or house allotment certificate
- Aadhaar, as per Election Commission guidelines
- Extract of Bihar SIR electoral roll (where applicable)
Documents based on date of birth
- Born before July 1, 1987: Any one listed document for the voter
- Born between July 1, 1987, and December 2, 2004: Document of the voter and one parent
- Born after December 2, 2004: Document of the voter and both parents
