Telangana Gears Up for Special Intensive Revision (SIR) of Voter List, Mapping of 2002 and 2025 Rolls Underway

Preparations for the Special Intensive Revision (SIR) of the voter list are moving fast in Telangana. After the Chief Election Commissioner confirmed that Telangana will be included in the third phase of SIR, the state election machinery has started groundwork at the field level.
Officials have begun mapping the 2002 voter list with the 2025 voter list. The last SIR survey in the undivided Andhra Pradesh was conducted in 2002. To carry out the new process, election officials have provided both the old and new voter lists to Booth Level Officers (BLOs).
Based on these lists, BLOs are visiting every household to check whether voters listed in 2002 are still present in the 2025 list. If a voter’s name appears in both lists, it is mapped. BLOs are also collecting details of voters’ children. If children’s names appear in the voter list, they are mapped as well. Names of voters who have passed away but still appear in the new list are being removed.
Officials said this mapping exercise will play a key role once the official SIR notification is issued.
Nearly 50% Voters Missing?
According to preliminary findings, BLOs have reported that nearly 50% of voters listed in 2002 are no longer found at the same address in many areas. In some locations, the number is even lower, with less than 30% still residing locally.
Telangana has 33 districts, 76 revenue divisions, 620 mandals, 13 municipal corporations, 129 municipalities, 10,434 revenue villages, and 12,769 gram panchayats. The state has around 83.04 lakh families. If SIR is officially launched, BLOs will conduct a door-to-door survey covering all households.
11 Documents to Be Used for Verification
The Election Commission has identified 11 valid documents for voter verification during the SIR process:
- Passport
- Identity card of Central/State government or PSU employees
- Government or institutional records issued before 1 July 1987
- Birth certificate issued by a competent authority
- Caste certificate
- Educational certificate from a recognized board or university
- Permanent residence certificate
- Forest rights certificate
- National identity card
- Family identity document issued by local authorities
- Government-issued land or house allotment document
Election officials said the goal of the SIR exercise is to ensure a clean, accurate, and updated voter list across the state.
