Congress MP Renuka Chowdhury Brings Dog to Parliament, Says “Those Who Bite Sit Inside”; BJP Objects

On the first day of the Winter Session, Congress MP Renuka Chowdhury reached the Parliament complex carrying a puppy, which triggered strong objections from BJP MPs.

When reporters asked why she brought the dog to Parliament, Chowdhury replied,
“This is a small and harmless animal. The real biting and attacking happens inside Parliament, not by dogs.”

BJP Registers Strong Protest

BJP MP Jagdambika Pal criticised her action, saying it was wrong to bring a dog inside Parliament and demanded action against her.
“Privilege does not mean misuse,” he said.

Chowdhury Explains What Happened

Responding to security-related objections, Renuka Chowdhury said there was no violation of any protocol. She explained that she found the puppy on the roadside while coming to Parliament.

She said,
“A scooter and car had collided. This little puppy ran in front of them. It was wandering around the road, and I thought it might get crushed under a wheel. So, I picked it up, kept it in my car, came to Parliament, and then sent it back.”

She added that the government was making an unnecessary issue out of a small act of kindness.
“The real harm comes from those sitting inside Parliament who run the government. But caring for a voiceless animal becomes a problem for them,” she said.

Violation of Parliamentary Rules

According to parliamentary rules, bringing pets or animals inside the Parliament complex is not allowed.

Parliament Complex Behaviour & Conduct Rules state that only authorised persons, vehicles, and security-cleared items may enter.
Lok Sabha Handbook for Members also clearly mentions that no object, item, or living creature that could affect security or decorum is allowed inside.

Renuka Chowdhury’s Profile

Renuka Chowdhury is a Rajya Sabha MP from Telangana, re-elected in 2024. She is a senior Congress leader and has held several important ministries, including Women & Child Development and Tourism (Independent Charge). She also served as Minister of State for Health and Family Welfare.

Chowdhury began her political career in 1984 with the TDP and joined Congress in 1998. She has been a two-time Lok Sabha MP and member of multiple parliamentary committees.
