Telangana’s Gig Worker Policy Finalized, Cabinet Nod Likely in Coming Days

The Telangana government has finalized its long-awaited Gig and Platform Worker Policy, which focuses on providing job security, insurance, and minimum wages for thousands of gig workers across the state.
According to sources, the Labour Department has prepared the final draft and will soon present it before the state cabinet for approval. After cabinet discussion and possible modifications, the policy is expected to be introduced in the Legislative Assembly.
As part of the plan, the government will set up a special welfare board to look after gig workers’ welfare and social security schemes. A welfare fund will also be established to provide insurance and other benefits. Each registered worker will receive a unique identification number from the board. The initiative is expected to benefit around four lakh workers in Telangana.
Aggregator Contributions
The draft bill, first released on April 14, received over 250 public suggestions, which were reviewed and incorporated. The Labour Department also held discussions with aggregator companies operating in the state.
As per the current proposal, aggregators and platform companies must contribute 2% of every worker transaction to the Telangana Gig and Platform Workers Welfare Fund, to be paid once every three months. Failure to do so will attract heavy penalties, though the proposed jail term has been removed based on feedback from companies.
Key Highlights of the Policy
- The Minister for Labour will serve as the Chairman of the Welfare Board, with senior officials from the Labour, IT, Finance, Commercial Taxes, and Transport departments as members.
- The Labour Commissioner will be part of the board, while the CEO will act as Member Secretary.
- The board will include four worker representatives, four from aggregators, and two from gig worker associations.
- All gig and platform workers operating in the state must register with the board. Aggregators are required to update worker details every three months.
- The Welfare Fund will be supported by government grants, CSR funds, and worker contributions.
- Aggregators cannot terminate workers without a week’s notice, and must make timely payments as per contract terms. However, workers found guilty of harassing customers can be terminated immediately.
- A special officer will handle complaints related to worker payments and welfare schemes, with inquiries to be completed within 30 days. Appeals can be filed within 90 days to a Deputy Commissioner-level appellate officer.
Officials say the move will ensure fair treatment, financial safety, and better working conditions for gig and platform workers across Telangana.
